Girl in cuffs...Bikes and Cops...what happened here?

On Friday night, (Aug 31) approximately 8:30 pm, I captured this scene on Harrison street just near the main post office. Lots of bikers drew near and watched from the corners. Friday was Critical Mass; I wonder if it had anything to do with that? The cops have been known to rough up cyclists during the Mass. I wasn't there, but I'll see if I can wrastle up some people who were!
